The tenderer should note the following terms &
conditions: 1.
Bid documents containing Technical Bid and Price Bid (to be quoted on
% rate basis on the estimated cost can be purchased from the office of
the Block Development Officer,Gaisilat for the works as mentioned above
under the respective blocks from 02.06.2010 to 11.072010 during
office hour on working days on deposit of non-refundable fee towards cost of
bid documents as indicated in the notice (Col.6) in the form of cash or
demand draft issued from any schedule banks payable at SBI, Talpali as
per DTCN in favour of the Block
Development Officer, Gaisilat. 2.
Bid documents can be downloaded from the official website www.bargarh.nic.in
during the selling period. The cost of tender paper is Rs. 10,000/- + 4% VAT
in shape of demand draft duly pledged in favour of the
Block Development Officer, Gaisilat, and payable at SBI, Talpali, which is to be enclosed in
a separate envelope with a caption “Cost of Tender Paper” in
case of downloading. 3.
The Bid document (Technical bid and price bid) duly filled in along
with the tender paper in a separate envelope (in case of downloading, as in
sl-2) shall have to be submitted inside a single sealed cover for each work
separately and tenderer should mentioned “Tender for the work . . . . .
. . . . . . . . . . . .” 4.
Bid document duly filled in should accompany attested copy of valid
registered license, income tax clearance certificate, VAT clearance
certificate in form VAT-612 and PAN Card, certificates duly filled in and
documents required as per the relevant clauses of the DTCN and special
conditions if any and also an affidavit mentioning the authenticity of the
documents submitted. 5.
The earnest money as mentioned in col. (4)) is to be deposited duly
pledged in favour of the Block Development Officer, Gaisilat
in shape of NSC/KVP/POTD or deposit receipt of any scheduled bank
payable at SBI Talpali, along with the bid documents. 6.
Additional performance security shall be deposited by the successful
bidder when the bid amount is seriously un-balanced i.e. less than the
tender amount by more than 10%. In such an event the successful bidder will
deposit the additional performance security to the extent of differential
cost of the bid amount in shape of POSB/NSC/POTD/KVP/Deposit receipt of
scheduled bank pledged in favour of the Block Development Officer,
Gaisilat .. 7.
Transfer or adjustment of EMD/Differential amount/initial security
deposit (ISD) will not be entertained. 8.
Engineer Contractor desirous to avail the facility of exemption of
EMD is required to submit an affidavit to the effect that he has not availed
the facility for more than two works during the current financial year
(2010-11). The Name of work of which and the authority to which the tender
is being submitted must be mentioned in the affidavit failing which the
tender will be rejected. 9.
Shortfall of any required documents, signature in the documents,
drafts, bankers’ cheque and EMD, tender paper is liable for rejection. 10.
Delay of postal service will not be considered and the officials will
not be held responsible for this. 11.
Bid documents consisting of Plans, specification, the schedule of
quantities and the set of terms and conditions of the contract and
other necessary documents can be seen in the office of the undersigned and
also in the office of the respective BDOs during office hour every day
except on Sundays and Public holidays till last date of sale and receipt of
tender papers. Interested bidders may obtain further information from the
office of the undersigned and the office of the
BDO Gaisilat. 12.
The Bid will be received at the office of the theBlock Development
Officer, Gaisilat Project through
registered post / speed post only till
11.07.2010 up to 5.00 PM. 13.
The bid will be opened on dt 12.07.2010. at 11.30 AM in the
office of the Block
Development Officer, Gaisilat in
presence of the Block Level Tender Committee and the bidders or their
authorized representatives. If the office happens to be closed on the date
of receipt/opening of the bids as specified, the bid will be received/opened
on the next working day at the same time and venue. 14.
The other details can be seen in the bidding document. 15.
The intending participants must have possessed or must submit a deed
to procure on hire/lease the list of plants/equipments required for the work
as specified in the bid document 16.
The bidders are requested to read carefully the eligibility criteria
as in the DTCN. 17.
Conditional tender will summarily be rejected. The Block
Development Officer,Gaisilat reserves
the right to reject any or all tenders without assigning any reason thereof.
